SSDC Electronic Rebate Offer Management System

The Electronic Rebate Offer Management System (eROMS) of the Sovereign States Drug Consortium (SSDC) supports the work of the SSDC and is a product of Optum.

The SSDC is a collaborative group of Medicaid states focused on providing quality pharmaceutical care while controlling costs. The primary activity of the SSDC is a Medicaid drug rebate program that negotiates for rebates in addition to those required under the federal Medicaid Drug Rebate Program. The SSDC also provides a forum for Member States to cooperate in other areas of pharmacy benefit administration and management in their pharmacy benefit programs. One such project is a diabetic supply rebate program.

Optum, of Augusta, Maine is the SSDC’s current supplemental rebate negotiator and has managed the SSDC negotiation process since 2006.

Important News and Deadlines

The Sovereign States Drug Consortium sent out Supplemental Rebate and Diabetic Supply Rebate CY2026 Solicitations on Monday, March 3, 2025. Contract Year 2026 runs January 1 through December 31, 2026.

Below is a list of important dates for the upcoming CY2026:

• Offer Submission Closes: 4/18/2025 *best & final offers due by this date
• Contact Forms Update Request Emailed: 7/21/2025
• States Submit Individual Offer Decisions: September-November
• Manufacturer Decisions Notification (Emailed): 12/5/2025
